Wait, why is Obama talking about 'cutting payroll taxes'? Why does he suddenly want to HELP the economy?

Obama has already used everything in the liberal tool bag to jump start the economy. Nothing has worked, or will work. He realizes he can't promote any further massive spending programs. So, Obama is now wildly grasping at straws. The things which actually make a little sense.
